Admission According to the Quota of the Ministry of Education and Science of the Russian Federation
A competition for foreign citizens to receive scholarship support under the quota of the Ministry of Science and Higher Education of the Russian Federation for studying in the 2024/2025 academic year. Submission of applications from 09/01/2023 to 11/01/2023.
The Ministry of Education and Science of the Russian Federation and Federal Agency for the Commonwealth of Independent States Affairs, Compatriots Living Abroad, and International Humanitarian Cooperation announce the admission of foreign citizens and stateless persons, including compatriots living abroad, to study in the 2024/2025 academic year in educational institutions of higher education at the expense of budget allocations from the federal budget within the quota established by Decree of the Government of the Russian Federation dated October 8, 2013 No. 891 “On the establishment of a quota for education of foreign citizens and stateless persons in the Russian Federation”.

To apply for scholarship support within the quota of the Government of the Russian Federation it is necessary
Stage I
Fill out an application on the website and follow the instructions in force in your country to receive a scholarship under the quota of the Ministry of Education and Science of the Russian Federation
Stage II
At the second stage the Ministry of Education and Science of the Russian Federation together with educational organizations, select candidates based on submitted documents using an information system. The Ministry of Education and Science of the Russian Federation brings information on the results of consideration of each submitted candidacy to the attention of Russian and foreign embassies and their foreign missions.
Stage III
After the university approves the candidacy, the Ministry of Education and Science of the Russian Federation prepares the number of the visa invitation, which you can find in your personal account on the website: https://education-in-russia.com/. If your invitation number is available, you shall apply for a visa at the Embassy of the Russian Federation in your country.
Stage IV
After obtaining a visa, you must contact the Institute of International Education by e-mail ums@rshu.ru and inform about the date of arrival.
Payment of transportation expenses of foreign citizens to the place of study, purchase of a voluntary medical insurance policy are carried out at the expense of their personal and (or) sponsorship funds.

Stage V
If it is necessary to transfer the legalization of educational documents we recommend you to visit the website of the National Information Center.
Stage VI
Upon arrival in St. Petersburg, we will be glad to see you at the Institute of International Education of the RSHU, located at 98 Malookhtinsky Prospekt, for registration to stay in Russia, conclusion of a contract for accommodation in a dormitory (if necessary), registration of medical insurance.
Bring a passport, a migration card, 4 photos 3.5×4.5, and educational documents with you.
The applicant provides the original documents.
The purchase of student-style medical insurance is carried out at the expense of the student.
